the website is only in hebrew but you can use google apps to translater the website

yahoo answers is a web like stips but in english

i think that they won't do it... simply because they will have to invest some time in it, probably it is not what they want to...
in any case, try to consider it as learning hebrew, there are not many words that you should know in order to use stips, and you can't change every 13 years old kid's question in to english.
