youre not fluent if you werent born to english (whether at home or in an english-speaking country). just because you understand english doesnt mean your comprehension of it and ability to control it are fluent.
by looking at your grammer and spelling, i can already tell youre not fluent.
theres also the matter of the accent- where youre from is crucial in regards to language. for example, i speak british english (cockney but overtime i switched to queens english)- and i can hardly understand people who speak in a geordie accent.
anyway, a way to get fluent is either live in a country where the language is spoken (israel, for me) or really, speak that language at home from a very young age.

idk wbu but i was born in usa and my english is not even close to perfect btw i dont think you can actually fluent without being born to english speakers family or living somewhere speaks english
